Command, Control, Communications, and Information Systems (C3IS)


METIS is a Small Business providing training and education, intelligence analysis, and program management services to U.S. government and commercial clients around the globe. Our Senior Leaders, Subject Matter Experts, and Operational Specialists have direct, on-the-ground expertise in planning and executing the most critical missions our country and business sectors have faced - with current operations ongoing in the Middle East, South Asia, Afghanistan, Europe, and Africa. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Secret clearance is required. Responsibilities: The U.S. Africa Command (USAFRICOM) African Peacekeeping Rapid Response Partnership (APRRP) funded Command, Control, Communications, and Information Systems (C3IS) advisor will support efforts to build Tanzania's C3IS institutions to support Tanzania People's Defense Forces (TPDF) rapid response in support of an emerging peacekeeping operations (PKO) crisis. A critical element of the C3IS effort is improved command and control of TPDF units deployed in rapid response to an emerging crisis. The advisor will provide in-country mentoring and advice regarding voice, data and information systems to include organizational and infrastructure requirements, management, personnel, training, and operational support planning and management. The advisor will be embedded with a TPDF element pending formal approval from the Tanzanian government. This proposal has been discussed with the Government of Tanzania and informal approval has been obtained from the appropriate authorities. • Develop and consult the TPDF on implementing APRRP-funded C3IS Capability Packages. • Develop a detailed plan with actions and milestones in coordination with TPDF counterparts for implementation of the APRRP-funded C3IS Capability Packages. • Provide advice, briefings, plans, and information papers as requested by TPDF leadership and staff on developing C3IS capabilities. • Contribute to annual Global Peace Operations Initiative (GPOI) Full Training Capability (FTC) assessments. • Contribute to the development of USAFRICOM security assistance proposals. • Provide input to U.S. Embassy Dar es Salaam's regular updates to USAFRICOM and the Department of State, as requested. • Provide regular status reports, including but not limited to monthly status report that will be provided to the AFRICOM J5 JM to be included in the Performance Data Collection, inputs for monthly project management review, and any other updates as required by the client. • Prepare information papers and briefings on progress with the TPDF as requested by Office of Security Cooperation (OSC) Dar es Salaam and USAFRICOM. Requirements: • ACTIVE Secret clearance required • MUST BE A US CITIZEN • Intermediate Level Education (i.e., Command and Staff College) or foreign military equivalent • Swahili language proficiency required Highly Desired Experience: • Former Battalion Commander. • Military experience as a Lieutenant Colonel/O-5. • Battalion or brigade-level C3IS planning and support experience • Former Brigade Commander, Former Brigade Executive Officer or Brigade Operations Officer. • United Nations (UN) expertise with experience in Africa. • African/Sub-Saharan experience • Liaison officer (LNO) with African/Sub-Saharan experience. • United Nations (UN) or multinational military C3IS expertise with experience in Africa. • Ability to work with TPDF military personnel; assess/evaluate armed forces C3IS programs with a focus on supporting and sustaining rapid deployment of TPDF elements in support of emerging crisis response situations; offer recommendations for improvement; plan and coordinate activities in support of institutional capacity development. • Interpersonal skills: ability to work one-on-one, and in small groups. • Ability to work with minimal supervision while keeping U.S. government leadership informed of issues and progress on a weekly basis verbally, a monthly basis via written reports, and as otherwise directed. • Willing to relocate to Dar es Salaam, Tanzania for up to 24 months.
